    Promoting STEM Teacher Reflection through Self-Evaluation

    Evaluators face serious challenges assessing the impact of teaching practice on student outcomes, such as for assessing the impact of grant-funded teacher training programs. To overcome these barriers, the evaluators of an NSF-funded teacher scholarship program elected to coach teachers on conducting their own evaluations of student outcomes. To facilitate this process, we collaboratively developed templates and guidance for teachers’ measurement and reporting of student growth, provided training and technical assistance as teachers prepared student outcome data, and guided teachers in reflecting on results to improve their practice. The evaluators then aggregated fellows’ student outcome reports to assess the program’s overall impact. We discuss challenges that prompted the approach, explain how we improved it over time, and reflect on strengths and shortcomings. Beyond contributing to summative program evaluation, this model for teacher self-evaluation enhanced participating teachers’ capacity for self-reflection and ability to continuously improve their teaching practice beyond the fellowship

    Policy Labs : the next frontier of policy design and evaluation. Implications for the EU Cohesion Policy

    The fundamental challenge for policy practitioners is how to obtain researchbased feedback on “what works and why” early enough to allow for improvement of policy solutions. This chapter proposes ‘policy labs’ as a solution to this challenge. It draws on the established tradition of program evaluation, the emerging practice of social labs, and insights from institutional analysis and applied behavioural science. Policy labs offer three tools to assist Cohesion Policy practitioners: a new framework for designing policy interventions, space for safe, collaborative learning from implementing experimental solutions within existing programs, and a diverse research method to provide credible knowledge

    Across the world, public and non-profit sector leaders face an extremely turbulent socio-political-economic environment. This environment creates additional risks and uncertainties for organizations and may hinder a leader’s ability to act strategically. Addressing these complex, constantly evolving conditions requires leaders to develop processes that involve the organization’s stakeholders and that create organizational conditions for self-generation, creativity, resilience and action planning. In this paper we provide an organizational-level, integrative framework for the strategic transformation of public and non-profit organizations to assist leaders who are committed to effective stewardship of their organizations. The Strategic Transformation Process involves an intense dialogue among organizational stakeholders designed to create a new vision, negotiate priorities, minimize risk, and create action plans and a commitment for change

    Evaluation Research and Institutional Pressures: Challenges in Public-Nonprofit Contracting

    This article examines the connection between program evaluation research and decision-making by public managers. Drawing on neo-institutional theory, a framework is presented for diagnosing the pressures and conditions that lead alternatively toward or away the rational use of evaluation research. Three cases of public-nonprofit contracting for the delivery of major programs are presented to clarify the way coercive, mimetic, and normative pressures interfere with a sound connection being made between research and implementation. The article concludes by considering how public managers can respond to the isomorphic pressures in their environment that make it hard to act on data relating to program performance.This publication is Hauser Center Working Paper No. 23.
